Fails WP:GNG and WP:MUSICBIO. I've tried looking not only in English, but also translating the name into Hindi and into Punjabi, and the only hits seem to be for Rekha Raj (writer) and the Bollywood actress Rekha, with numerous links to YouTube videos of her songs in films. But neither of them are this person, and the two sources cited are nothing more than passing mentions – the second one is a dead link but archived here [1] and is actually the web page for a programme of events hosted by the Communist Party of India, which isn't particularly strong indication of notability. - Delete: cursory source searches reveal little golden rule-compliant coverage. Both of the two sources cited fail the third requirement of providing significant coverage as she is not the primary topic of coverage in them, therefore this appears to be a general notability guideline failure. I also note that none of the achievements asserted in the article, even if sourced, go towards making a case for notability under the music biography notability guideline.
